The relevant person in charge of the Ministry of Ecology and Environment said that there are currently two main types of HCFCs alternatives: one is hydrofluorocarbons (HFCs) with high global warming potential (GWP), which have been widely used in developed countries for many years, and have also achieved large-scale production in China. scale industrialization. The second is low GWP value substitutes, including natural working fluids, fluorine-containing olefins (HFO) and other substances. In order to promote the phase-out process of HCFCs, consolidate the results of the phase-out and replacement of HCFCs, and guide relevant industries and enterprises to innovate, develop and use green and low-carbon alternatives, the Ministry of Ecology and Environment, on the basis of summarizing the results of the phase-out of HCFCs in the past ten years, The application of hydrocarbons (HCFCs) in various industries, considering factors such as the maturity, availability, and substitution effects of alternatives, researched and drafted the “Recommended List of HCFC-Containing Substitutes in China” (hereinafter referred to as the “List”) ). The “List” recommends alternatives and alternative technologies that have been recognized by the industry and supported by successful domestic use precedents or demonstration projects, while encouraging the innovation and promotion of low-GWP alternatives.

Meng Qingjun, deputy secretary-general of China Plastics Processing Industry Association, said in an interview with a reporter from China Chemical Industry News that the “List” recommends that carbon dioxide be used instead of HCFCs as a foaming agent for extruded polystyrene foam and polyurethane spray foam, which is both environmentally friendly and economical, and will demonstrate a better application prospect. In the next step, the association will actively cooperate with the Ministry of Ecology and Environment to strengthen the promotion of relevant alternative foaming agents to ensure the continuous performance of the polyurethane and polystyrene foam industries.

At present, my country is carrying out the phase-out of hydrochlorofluorocarbons (HCFCs) in accordance with the requirements of the protocol. According to the resolution of the 19th Protocol of the Conference of the Parties, my country needs to freeze the production and consumption of HCFCs at the baseline level in 2013, and reduce the baseline level by 10%, 35% and 67.5% by 2015, 2020, 2025 and 2030 respectively. % and 97.5%, and 2.5% of the baseline level was finally reserved for maintenance. However, my country has not yet issued a recommended list of substitutes for HCFCs. As the elimination of HCFCs has entered a critical stage, various industries and localities urgently need guidance on substitutes to ensure the continuous performance of the industry and the country.
